The top management team of Business Organizations must clearly understand right at the outset that 'Human Resource Management Function' in a Business Organization cannot be successful & produce desired Corporate expectations unless it is recognised as part of the core management philosophy of a Business Organization.
According to me,Management philosophy is a fundamental set of values,concepts,and thoughts which guide Managerial policies and actions.This philosophy must be dynamic force which changes under the impact of changes in the business environment and in the values of the top management team of a business organization.
The production oriented management philosophy of Taylor and Henry Fayol lost ground with the advent of Modern Organization theories 'which began to view people as the most important resource in a Business Organization and emphasised the importance of individual fulfillment as much as the fukfillment of Business Organizations' needs'.
Please remember,a Business Organition which fails to dovetail,in today's times of Economic Meltdown,individual needs & goals with the needs & goals of Business Organization in a dynamic manner are likely not only to experience labour unrest but would also suffer severe reduction in their ability to earn profits on a sustained basis,

Evolution of Quality Circles in Japan.
Quality Circles first started in Japan.Prior to 1945 Japanese goods were regarded as cheap,unreliable and of poor quality in global market.
During the period 1948 to 1950 the famous American Statistical Quality Control Expert Dr. Demings trained Japanese personnels about the significance & importance of "Quality".Please note,the term "Quality" can be defined as "Customer's delight".
This was followed in 1954 and 1955 by lectures on "Quality Management" by Dr Juran.Dr Juran was an American management Consultant.
After this,there was a realization by the Japanese that the involvement of the workers at the grassroot level was of prime importance for improving the quality of their product.As a result,the top management of Japanese Business Organization started training their first line supervisors & Foremen 'on the importance & significance of Quality Control".
All these efforts led to the implementation of the concept of"Quality Circles" in Business Organizations in Japan in 1962.
